Position Overview JOB DESCRIPTION
The Advisor, Emergency Management is responsible for providing emergency management technical guidance and leadership from the Corporate level and will partner with the responsible site ER leads within the organization to provide support to the enterprise offices, LNG Operating assets, Pipeline Operations, and the Project Development Division to ensure programs and activities are conducted in compliance with all applicable regulatory requirements, permits, company policies and procedures.
The Advisor, Emergency Management Will Provide Leadership To Drive Improvements With Cheniere’s Safety Culture And Actively Support Four Key Strategic Objectives

Responsibilities & Essential Duties
The Advisor, Emergency Management will be responsible for:
- The design, implementation oversight, and continuous improvement of enterprise fire safety an emergency management systems and programs.
- Work collaboratively with site emergency response teams to standardize emergency response systems and processes to ensure efficient and effective program execution.
- Serve as an enterprise fire safety and emergency management expert for the following areas, which includes but is not limited to life safety, fire water engineering, fixed and mobile apparatus management, emergency equipment preparedness, asset risk assessment and mitigation, emergency response planning and execution, incident command systems, crisis management and crisis preparation, contingency planning, business continuity and applicable regulatory compliance assurance.
- Serve as the corporate lead of fire safety and emergency management program and is responsible for cultivating company emergency response culture.
- Ensure productive collaboration between corporate emergency response stakeholders, operating assets, pipeline and Cheniere Project development.
- Conduct meaningful regulatory compliance reviews of emergency response contractor performance.
- Lead the development and maintenance of enterprise level fire safety and emergency management programs and relevant engineering standards.
- Assure the sites and applicable stakeholders are appropriately represented during the development of enterprise fire safety and emergency management programs.
- Collaborates with site process safety and engineering teams to align company and industry practices applicable to fire safety and emergency management and including but not limited to relevant topics, such as building and facility siting, process hazard analysis, fire and gas detection, incident investigation, process safety, fire water design and engineering specifications and risk management relevant to emergency preparedness.
- Facilitate fire safety and emergency management related training.
- Work closely with the internal Company environmental and compliance teams when relevant FERC, PHMSA, and other regulatory interaction exists.
- Serve as a company representative for fire safety and emergency management, if necessary, when interacting with regulators, industry trade organizations, LEPCs, local fire departments, mutual aid organizations and similar.
- Support and participate in audit and functional verification of emergency response and HSE requirements.
- Review fire safety and emergency management incident and near miss data to identify key trends that can be leveraged in the development of continuous improvement programs.
- Facilitate and/or participate in incident investigations, supporting the identification of root, causal and contributing causes and corrective actions to prevent reoccurrence.
- Be responsible for maintaining enterprise level fire safety and emergency management related procedures and other key management systems within the Cheniere Integrated Management System (CIMS).
- Responsible for working collaboratively with sites to curate relationships with municipalities, mutual aid groups, and emergency response resources in addition to leading applicable contract engagements with 3rd party emergency response contractors when required.
- Support enterprise health and safety programs including development of standards and procedures, tools, job aids, guides and similar.
- Leads and/or participates in investigations as necessary which may include investigations not directly related to fire safety and emergency management.
- Support the Corporate Crisis Management Team and develop guidelines as necessary.
- Support continued improvements with companywide Incident Management Team(s) and the ability to appropriately and efficiently manage Crisis Response at their locations.
- Develop and implement enterprise level emergency responder training qualifications and standards.
- Act as primary Emergency Management SME for corporate level Insurance Assessments and support the site’s Emergency Response personnel as need during their Insurance Assessments.

- Knowledge and expertise associated with multiple of the following health and safety elements: emergency management, emergency response, crisis management, fire safety, risk management and loss control, industrial hygiene, emergency response, injury case management, incident investigation and learning, risk identification, risk management, risk reduction, the application of human factors, ergonomics, contractor safety, turnaround safety, project safety, field construction safety and industrial safety.
- Understanding of complex, fixed facility emergency management program development and execution.
- Knowledge of applicable federal and state regulations pertaining to fire safety, emergency management as well as a strong workign knowledge of occupational health and safety including OHSA, FERC, USCG, DOT, NFPA, and PHSMA, chemical and hazardous material management, and comprehensive health and safety programs.
- Understanding of effective leadership tools and methods for managing high performing emergency response teams to deliver positive results.
- Hardworking, self-starter that possess a bias for action with a focus on delivering results through collaboration and teamwork.
- Able to organize and manage multiple projects, activities and deliverables with consistent and timely completion through the use of innovative problem solving and analytical skills.

- Exceptional written skills capable of simplifying complex regulatory and/or technical requirements so they can be easily understood by the end user (plant operator, health and safety practitioner).
- Excellent listening skills and ability to interpret needs from the organization and produce value through action.
- Skilled at using Emergency Management software tools such as Incident Action Plan (IAP) software and enterprise-wide emergency communication tools.
- Ability to establish and maintain strong professional relationships by building credibility through the demonstration of delivering quality results which meet the needs of the organization.
- Demonstrate capability through the development and successful implementation of new or revised programs, systems, or processes.
- Ability to conduct assurance activities associated with fire safety and emergency management systems with a practical approach to findings, observations, and recommendations.
- Exceptional facilitation capability to manage strong, unique and diverse opinions and create space for collaborative dialogue which results in aligned path forward.
- Strong regulatory interpretation and practical risk-based application skills.
- Competency in navigating and understanding applicable software used in fire water hydraulics evaluation and compliance of NFPA 25 and NFPA 11.
- Must maintain a Transportation Worker Identification Credential (TWIC) card in good standing.
Education & Experience
Education, Training and Certifications: Bachelor’s degree in fire sciences, health & safety or other science related discipline. Additional education or professional certification, such as a Certified Safety Professional (CSP), Certified Fire Protection Specialist (CFPs) or master’s degree in a health and safety or other similar discipline is valuable. Maintain valid certifications and training required to support job functions as applicable.
Experience: Ten or more (10+) years in fire safety, emergency management roles with strong background and experience in health and safety. Preferred experience includes a history and background in fire safety, health and safety, and/or emergency management roles with demonstrated increasing responsibility of leading people teams and enterprise level program management. Experience leading, developing and creating LNG and/or petrochemical facility emergency response teams and programs which align with NIMS Incident Command Structure. Strong track record of developing close ties and support from local emergency response teams, mutual aid groups, and local emergency planning committees Results driven focus on achieving business valued deliverables and developing high performing teams in an LNG, hydrocarbon refining or petrochemical infrastructure facility(ies) is required. Involvement in emergency response teams, health and safety teams and process safety management systems is valued.

FREEDOM TO ACT
The Advisor, Emergency Management has a high degree of aptitude in their field and requires minimal supervision. This position will be empowered to recommend corrective actions or changes as needed and will document actions that may have violated company policy or laws and regulations pursuant to facility regulatory requirements, procedures, permits, or authorizations.

- While performing the duties of this job, the employee is often required to stand, walk, sit, climb stairs, work at height above ground on stairs and catwalks, balance, stoop, kneel, crouch, talk or hear, smell, type and write.
- While performing the duties of this job, the employee will work indoors, outdoors, and be exposed to year-around weather conditions in an industrial environment.
