Minimum Knowledge, Skills & Abilities•Technical knowledge in generation technologies, power systems, and regulatory frameworks.
•Preferred experienced in power generation, renewable resources, resource and generation planning, strategic and portfolio optimization, project management, technical research, financial modeling, and understanding reliability and regulatory standards.
•Analytical Proficiency: Demonstrated ability to analyze data, develop strategic study plans, generate comprehensive reports, and proficiently use technical software and personal computers.

Essential Job Functions
•Strategic Planning and Financial Analysis: Develop EPE’s 20-year Loads and Resource Plan, integrating financial budgets for future resource additions. Collaborate with Finance to support financial reporting and analysis updates.
•Analysis and Optimization: Conduct both short-term and long-term technical, economic, and statistical analysis for resource planning, utilizing software packages such as PROMOD, Strategist, Aurora, and PLEXOS. Maintain a thorough understanding of both conventional and renewable resource options, optimizing the portfolio for cost-effective dispatch strategies.
•Regulatory Compliance and Engagement: Lead regulatory processes, filings, and reports for NMPRC, PUCT, WECC, FERC, and NERC. Actively participate in market stakeholder processes and industry forums to influence policies and ensure compliance. Coordinate across business units to align on company positions regarding market structure, resource management, and policy issues.
•Innovation and Process Improvement: Engage in the research and adoption of advanced planning methodologies and technologies to enhance strategic decision-making. Focus on refining analytical processes and enhancing spreadsheets or other tools to improve planning analysis. Ensure continuous learning and adaptation by staying abreast of the latest industry practices, regulatory changes, and technological advancements.
•Resource Sourcing and Contract Negotiation: Manage the RFP process for new resources, performing technical and financial evaluations. Act as a liaison with other utility companies, regulatory agencies, and participate in WECC and other external working groups.
•Communication and Collaboration: Develop and assist with internal and external communications related to business interests and regulatory compliance, including compliance reports, data request responses, and testimony. Prepare and present study results and recommendations to company personnel, including officers, and train less-senior employees on technical programs and procedures.
•Policy Advocacy and Industry Engagement: Engage with state and federal regulatory practices and issues through active participation in organized market stakeholder processes and utility forums/groups. Represent the company on various committees and at meetings with other utilities and regulatory agencies.
•Compliance and General Duties: Ensure adherence to all applicable company policies, procedures, and codes of ethics, as well as governmental laws and regulations including employment, safety, and environmental standards. Perform other related tasks as necessary.
