Job Description
Provides leadership and management over the divisions of Gas Services, Pipeline Safety and Alternative Fuels Safety. Work involves planning, developing, implementing and directing professional, technical, and administrative personnel within the divisions. Works under the general direction of the Executive Director, with latitude for setting the performance standards and establishing work practices and procedures in accordance with the established policies of the Commission.
Essential Job Duties
Serve as senior advisor and resource to the Executive Director and Commissioners regarding industry activities, trends, and initiatives, relating to pipeline safety, natural gas distribution, alternative fuels (CNG, LNG and LPG) and regulatory policies.
Maintain and build relationships with industry and regulatory organizations and participate in various industry boards, meetings, and conferences.
Participate in the analysis and drafting of proposed regulatory initiatives, related rulemaking projects, and the development of administrative policies and procedures.
Prepare annual division budget, status reports, and performance measures reports and provide updates and recommendations.
Oversee preparation of necessary materials and information to present in workshops, hearings, conferences, and other public Commission functions. Coordinate timely and effective response to inquiries concerning all aspects of the regulation and interpretation of those rules in Texas.
Provide guidance to division directors and support staff to ensure division personnel have adequate informational, technical, and legal resources to perform their duties. Set priorities and deadlines for work as needed.
Assess and maintain understanding of the current political, industry and regulatory environment and trends impacting the Commission to respond to RRC directives, new legislation, industry requests, or ratepayer needs.
Evaluate the activities of supervised divisions and coordinate activities with other agency departments and divisions as needed.
Evaluate and manage performance for all direct reports, identify goals, create development plans, and manage personnel actions as appropriate.
Maintain a thorough working knowledge of procedures, practices, policies, rules, and applicable statutes.
Respond effectively to inquiries concerning all aspects of the Oversight and Safet Division and the regulation of same in Texas.
Maintain safety of the division personnel and ensure the divisions compliance with the applicable federal and state requirements.
Ensure the divisions meet the legislative performance measures.

Qualifications: Minimum Qualifications:
Graduation from an accredited four-year college or university with a degree or major course work in a field relevant to the position. Experience and education may be substituted for one another.
Work experience with and thorough knowledge of natural gas distribution or transmission operations.
Work experience with all phases of project management, including pipeline safety, budgets, financial analyses, and regulatory compliance.
Work Experience And/or Training Related To
Multi-level management experience in the natural gas industry or alternative fuels (LNG, CNG, and propane) industries
Financial analysis
Company/governmental regulations
Pipeline safety
Natural gas distribution
Interpersonal and public communications
Valid Texas Drivers license and a good driving record
Preferred Qualifications
Masters degree in business administration, finance, or engineering as related to industrial organizational development and planning, plus fifteen (15) years of demonstrated leadership experience and ability to both develop and motivate direct reports.
In-depth knowledge of related Railroad Commission and federal rules and procedures.

Experience in use and function of office equipment including microcomputer and applicable software.
Experience with and thorough knowledge of natural gas distribution or transmission operations.
Experience with all phases of project management, including pipeline safety, budgets, financial analyses, and regulatory compliance.
