This position will manage customer-related design activities, including applications for new services, upgrades, line extensions, and applicant construction projects. Additionally, this position will supervise a team of Designers in preparing designs for new or modified Chugach distribution facilities for customer projects. The position will be the Chugach representative in interactions with customers and agencies regarding the extension, joint use, and relocation of Chugach facilities.
- Review designs for technical accuracy and completeness and review cost estimates related to design projects.
- Provide input for Tariff reviews and administer it on projects.
- Manage preparation of detailed plans, drawings and specifications necessary for construction.
- Prepare written correspondence associated with design projects.
- Administer contracts for engineering consulting services and prepare requests for proposals for design services.
- Provide cost reporting on reimbursable or prepaid work for customer projects.
- Manage, prepare, maintain and update project schedules.
- Participate in project pre-bids, bid openings and pre-construction meetings.
- Review and process project closeout documentation.
- Establish and manage goals and objectives for assigned division.
- Manage schedule and projects to meet deadlines within budget resources.
- Plan and schedule resource allocation to meet seasonal construction projects and system operational plan.
- Participate in committee assignments with various organizations with authority to make decisions and act on behalf of Chugach.
- Participate in negotiating agreements with State and Municipal agencies for modification or relocation of Chugach facilities.
- Prepare and administer agreements related to Chugach facility extensions and relocations.

- Electric Utilities: Exchange planning and technical information.
- Vendors and manufacturers' representatives: Consult and exchange information.
- Member-Owners: Provide assistance.
- Knowledge of electric utility system design, operations and construction.
- Current knowledge of Uniform System of Accounts, RUS design and construction requirements, RUS Approved List of Materials, National Electrical Safety Code, OSHA rules and regulations, environmental regulations, construction contracts, materials and practices; as well as construction and material specifications.
- Ability to supervise and direct department staff in designing plant facilities required for the efficient operation of electrical distribution systems.
- Ability to assess system needs and prepare designs that meet electrical and mechanical demands, while also fulfilling aesthetic, economic, regulatory and environmental requirements of overhead and underground distribution lines.
- Proficient in Microsoft suite, project management software and current working knowledge of CAD/GIS systems.
- Ability to work with other department personnel and supervisors in carrying out plans, construction, contracts, etc., utilizing a high level of teamwork skills.
- Effective customer skill and ability to resolve conflicts. Must have a high degree of project management and follow-up skills to keep reports, correspondence and projects on schedule.
- Ability to expedite work while maintaining necessary standards.
- Ability to balance multiple priorities and make necessary decisions promptly when required.
- Ability to organize and train an efficient work group.This position has supervisory responsibility for the Distribution Designers.
Work is performed in a standard office environment, with occasional weekend and evening work. Some travel to alternate sites may be required for inspection and design review in varying weather conditions, including sites accessible by fixed wing aircraft or helicopters. Outside meetings will be necessary Occasional travel outside the state may be required.
Bachelor of Science degree in engineering or related discipline, required. Additional specialized training in electric utility design, construction, planning and accounting, preferred. Registered Professional Engineer in the State of Alaska, or ability to attain registration, preferred.
Five (5) years of progressively responsible experience, including supervisory responsibility, in electrical distribution engineering design or construction, required.
This experience must include design of distribution lines and facilities, underground systems, transformer banks, and similar horizontal plants. Experience must also include electrical, mechanical, and structural experience as needed for complete design, including foundation and structures.
Additional professional experience in similarly complex role or related field may be substituted for the required education on a year-for-year basis.
