Essential job functions include, but are not limited to:
•Leads efforts in energy and gas market analytics.
•Manages relationship with The Energy Authority to ensure optimization of GRDA’s generation portfolio.
•Oversee the Real-time and Day-Ahead Desks, including bidding strategies.
•Develops and guides the power and fuel hedging strategies; congestion management strategy (ARR/TCR hedging).
•Oversee the SPP energy market and transmission settlements. Manage bilateral settlements with energy and gas counterparts.
•Directs the Generator Interconnection Request (GIR) and Transmission Service Request (TSR) processes.
•Directs the strategy for Network Integration Transmission Service (NITS) Applications and Resource Adequacy (RA) Workbook submittals to ensure compliance and avoid penalties.
•Represents GRDA on the SPP Markets and Operations Policy Committee and actively participates in the Regional Tariff Working Group and monitors additional relevant working groups.
•Actively participates in industry and special interest groups including but not limited to the LPPC Energy Regulation Task Force.
•Maintains in-depth working knowledge of the SPP Tariff.
•Studies, monitors, and analyzes FERC cases related to energy and natural gas policies. Determines and presents any impacts to the company.
•Prepares FERC filings and motions for interventions to protect and promote GRDA’s interests.
•Leads the development of new Rate Schedules and Riders.
•Participates in the development and negotiation of Power Purchase Agreements (PPAs) and special customer agreements (e.g., new mega loads Power Purchase and Sales Agreements).
•Oversees contract management for a variety of agreements including but not limited to: power purchase agreements, NITSA, ITA and other Interconnection agreements, and generator interconnection agreements.
•Manage the cross-functional load forecasting process in support of RA and NITS planning.

Education, Training, Experience:
•Bachelor’s degree in engineering, business, economics, or related field.
•Extensive (10+) years of progressive management experience in energy markets and/or regulatory affairs within the utility industry.
•Extensive experience negotiating complex contracts and managing long-term agreements.
•Extensive experience in energy market operations, including optimization strategies and real-time decision-making.
Certificates, Registrations, Licenses:
•Valid Oklahoma driver’s license, or the ability to convert within 30 days for those with an out of state driver’s license that are an Oklahoma resident.
Other information:
•This position will be located at the Engineering and Technology Center in Tulsa or the Administrative Center in Chouteau.
