The Manager of CIP Monitoring implements risk-based compliance monitoring under the NERC Rules of Procedure, and seeks to be an expert in Critical Infrastructure Protection (CIP). The position directly manages teams of CIP auditing professionals to support the implementation of the Compliance Monitoring process. This position is also responsible for optimizing SERC Compliance Monitoring processes and procedures.


DUTIES AND RESPONSIBILITIES:

Plan compliance monitoring activities for NERC CIP Reliability Standards based on entity specific risks.
Participate in CIP audits and spot-checks to assess the audit process and coach auditors.
Ensure CIP audit reports and spot-check assessments are accurate, thorough, and contain sufficient information upon which to base compliant or non-compliant findings.
Assess and rule on CIP compliance issues during the management review of audits and associated documentation.
Monitor and respond to feedback concerning the audit process from audited entities, audit observers, and audit team members.
Ensure audit team compliance with Government Auditing Standards for objectivity, independence, impairment, NERC Rules of Procedures, the NERC CMEP, rules of evidence and professional judgment.
Ensure appropriate processing, data retention, data handling, and confidentiality of all documentation required for CIP audits, spot-checks and other compliance monitoring actions.


Manager Duties

Manages all aspects of the CIP Monitoring team; including assessing the audit process and coaching auditors.
Responsible for the hiring, coaching, trainingdevelopment, and performance management of CIP Audit staff.
Responsible for providing input on staff objectives and reviews.
Review and approve staff timesheets, budgets, expense reports, and leave requests.
Responsible for maintaining a positive and productive work environment.
Assist with development and delivery of CIP related training and outreach for SERC staff and Registered Entities.
Perform other assignments as directed by the Director of Reliability Assurance.


QUALIFICATIONS AND EXPERIENCE:

Bachelor of Science Degree in Engineering, Computer Science, Information Systems/Security, Computer or Systems Engineering or equivalent experience.
Minimum ten years of experience in cyber security, physical security, IT audit, and/or IT risk management. Experience with general network security (ex. firewalls, communications).
Minimum of five years managing diverse groups of professionals.
Experience with physical security of CIP facilities, including physical access control systems.
Experience in the development and implementation of policies and procedures associated with cyber security.
Demonstrated ability to manage diverse groups of people that comprise the audit teams.
Professional Auditing Skills.
EMS/SCADA experience desired.
One or more of the following certifications:
+ Certified Information System Auditor (CISA) + Certified Information System Security Professional (CISSP) + Certified Information Security Manager (CISM) + Certified in Risk and Information Systems Control (CRISC)
Proven leadership skills in individual and team settings.
Experience with auditing internal control principles.
Proven understanding of the NERC Rules of Procedure, NERC Compliance Monitoring and Enforcement Program, and NERC Reliability Standards.
Must be able to work independently on multiple tasks while maintaining deadlines.
Ability to manage people and projects with attention to detail for timely and accurate completion.
Excellent communication skills including negotiating and the ability to influence others.
General knowledge of the Bulk Electric System and supporting technologies is helpful

SALARY/BENEFITS:

The salary range for this position is DOE. We offer a generous PTO package; paid holidays; medical, dental, vision, life, short-term and long-term disability insurance, and a 401(k) plan with an organization contribution of up to 14%.
